Heat butter

In a large Dutch oven or stock pot melt the butter over medium-low heat.

Saute onions 

Sauté the onions for 2 minutes.

Add flour

Add the flour to coat the onions. Reduce heat to low.

Pour in milk and water

Slowly put in the milk and water. Stir and allow the mixture to thicken (2-3 minutes).

Add  tomatoes

Add the chopped tomatoes and tomato puree. Simmer until vegetables are soft (30 minutes).

Serve as is or blend

Add salt and pepper. Serve as is or use an immersion blender for a smoother texture.
